{"id":2397,"date":"2023-12-22T13:26:00","date_gmt":"2023-12-22T09:26:00","guid":{"rendered":"https:\/\/artsakhforum.net\/?p=2397"},"modified":"2024-03-30T00:53:03","modified_gmt":"2024-03-29T20:53:03","slug":"karabakh-dissolution-decree-annulled","status":"publish","type":"post","link":"https:\/\/artsakhforum.net\/?p=2397","title":{"rendered":"Karabakh Dissolution Decree Annulled"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Samvel Shahramanian has annulled his September 28 decision to liquidate the self-proclaimed Nagorno-Karabakh Republic, an aide to the exiled Karabakh president revealed on Friday.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A decree signed by Shahramanian disbanded all government bodies and said that the unrecognized republic, which had been set up in September 1991, would cease to exist on January 1. It came just over a week after Azerbaijan\u2019s military offensive that forced Karabakh\u2019s small army to lay down weapons and restored Azerbaijani control over the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking in Yerevan on October 20, Shahramanian said he had to sign the decree in order to stop the hostilities and enable the Karabakh Armenians to safely flee their homeland. Karabakh lawmakers likewise said early this month that the decision demanded by Baku helped to prevent a \u201cgenocide.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shahramanian\u2019s adviser, Vladimir Grigorian, told RFE\/RL\u2019s Armenian Service that the Karabakh leader invalidated the controversial decree on October 19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis means that the Republic of Artsakh, its government, and other bodies will continue to operate after 2023,\u201d he said, adding that all senior Karabakh officials will keep performing their duties without getting paid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can consider the September 28 decree null and void,\u201d stressed Grigorian. He did not say why its invalidation was not made public earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The development may put Karabakh\u2019s leadership now based in Yerevan at odds with Armenia\u2019s government. Political allies of Prime Minister Nikol Pashinian have said in recent weeks that Karabakh government bodies should be dissolved following the region\u2019s recapture by Azerbaijan and the resulting exodus of its ethnic Armenian population. Parliament speaker Alen Simonian claimed on November 16 that their continued activities would pose a \u201cdirect threat to Armenia\u2019s security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its December 10 statement, the Karabakh legislature balked at attempts to \u201cfinally close the Artsakh issue\u201d while signaling its desire to discuss them with Pashinian\u2019s government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Pashinian he gave more indications that the Karabakh issue is closed for his administration. \u201cAs I said, I am the prime minister of Armenia and must advance Armenia\u2019s national interests,\u201d he said in televised remarks.<\/p>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\"><a href=\"https:\/\/www.azatutyun.am\/a\/32743402.html\"><em>azatutyun.am<\/em><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"Samvel Shahramanian has annulled his September 28 decision to liquidate the self-proclaimed Nagorno-Karabakh Republic, an aide to the exiled Karabakh president revealed on Friday.
