President of the Security Council<\/em><\/strong><\/em><\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>I am writing in follow-up to my letter dated 31 August 2023 (<a href=\"https:\/\/undocs.org\/en\/A\/78\/335\" target=\"_blank\" rel=\"noreferrer noopener\">A\/78\/335-S\/2023\/642<\/a>), in which I transmitted the preliminary report by the first Special Adviser to the Secretary-General on the Prevention of Genocide, Professor Juan Mendez, entitled \u201cOn the situation in Nagorno-Karabakh and on the need for the international community to adopt measures to prevent atrocity crimes\u201d.<\/p>\n\n\n\n<p>In the culmination of its systematic policy aimed at the expulsion of the Armenian people from their ancestral homeland, on 19 September 2023, Azerbaijan launched a military aggression resulting in the forced displacement of the entire Armenian population from Nagorno-Karabakh.<\/p>\n\n\n\n<p>Enclosed, I am providing the <a href=\"https:\/\/artsakhforum.net\/wp-content\/uploads\/2024\/03\/Juan_Mendez-Opinion-30102023.pdf\">final report of Professor Mendez entitled \u201cEthnic Armenians in Nagorno-Karabakh: report on prevention of genocide\u201d<\/a>, stressing that the international community \u2013 and especially the Security Council \u2013 has the responsibility to act and protect the rights of the people of Nagorno-Karabakh, and to adopt appropriate measures, including by ensuring their right to dignified return (see<br>annex).<\/p>\n\n\n\n<p class=\"has-text-align-left\">I would be grateful if the present letter and its annex were urgently brought to the attention of the members of the Security Council and issued as a document of the Council.<\/p>\n\n\n\n<p
