Allowing the return of the Armenian population&#8221; tabled by its sister committee and adopted by <a href=\"https:\/\/artsakhforum.net\/?p=3016\">the National Council in the winter 2024 session<\/a>. The EPC-E adopted the motion by 6 votes to 1 with 2 abstentions.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The motion reads: &#8220;The Federal Council is instructed to organize an international peace forum on the Nagorno-Karabakh conflict in the near future, but no later than within one year. The aim is to facilitate an open dialogue between Azerbaijan and representatives of the Nagorno-Karabakh Armenians, conducted under international supervision or in the presence of internationally relevant actors, in order to negotiate the safe and collective return of the historically resident Armenian population.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next step\u2014discussing the matter at the full Council of States\u2014will be the final step.
