    Letter from the Permanent Representative of Armenia to the United Nations on the report of the First Special Adviser to the UN Secretary-General on the Prevention of Genocide Juan Mendez

    Letter dated 1 November 2023 from the Permanent Representative of Armenia to the United Nations addressed to the President of the Security Council

    I am writing in follow-up to my letter dated 31 August 2023 (A/78/335-S/2023/642), in which I transmitted the preliminary report by the first Special Adviser to the Secretary-General on the Prevention of Genocide, Professor Juan Mendez, entitled “On the situation in Nagorno-Karabakh and on the need for the international community to adopt measures to prevent atrocity crimes”.

    In the culmination of its systematic policy aimed at the expulsion of the Armenian people from their ancestral homeland, on 19 September 2023, Azerbaijan launched a military aggression resulting in the forced displacement of the entire Armenian population from Nagorno-Karabakh.

    Enclosed, I am providing the final report of Professor Mendez entitled “Ethnic Armenians in Nagorno-Karabakh: report on prevention of genocide”, stressing that the international community – and especially the Security Council – has the responsibility to act and protect the rights of the people of Nagorno-Karabakh, and to adopt appropriate measures, including by ensuring their right to dignified return (see
    annex).

    I would be grateful if the present letter and its annex were urgently brought to the attention of the members of the Security Council and issued as a document of the Council.
