During the summer plenary session of the Council of Europe Parliamentary Assembly, taking place from 24 to 28 June 2024 in Strasbourg, on 25 June, Mr. Armen Gevorgyan, (Armenia, EC/DA, Spokesperson for the group) asked Mr. Volker Türk, the United Nations High Commissioner for human rights: “One of the core obstacles in finding a fair and mutually acceptable peaceful settlement between Armenia and Azerbaijan remains the issue of repatriation of Armenian captives and prisoners of war illegally held in Azerbaijan, including the leaders of Nagorno-Karabakh. In this regard, I would like to ask: are you aware of this problem? And what is your approach and that of the United Nations to find immediate solutions to the issue of the release of captive Armenians?”

The High Commissioner responded: “No, it is obviously, and one of those issues that preoccupied all of us in particular last year with the expulsion of the Armenians from Azerbaijan, from the territory of Nagorno-Karabakh, and we have actually undertaken a number of missions, in particular to Armenia, to find out more about what happened to them and it is part of our dialogue both with Azerbaijan and Armenia to find a solution to this. There is, of course, the right to return. There is the right to ensure that the properties are respected and protected and it is really important that the peace process continues and that part of the peace process is also issues of accountability and transitional justice.”

ՄԱԿ-ի Մարդու իրավունքների բարձր հանձնակատարն անդրադարձել է Ադրբեջանում ապօրինաբար պահվող հայ գերիների խնդրին եւ արցախցիների վերադարձի իրավունքին

ԵԽԽՎ-ում ՀՀ ԱԺ պատվիրակության անդամ Արմեն Գևորգյանը դիմել է ՄԱԿ-ի Մարդու իրավունքների բարձր հանձնակատար Վոլկեր Տյուրկին, նշել՝ Հայաստանի և Ադրբեջանի միջև արդար և փոխընդունելի կարգավորման հիմնական խոչընդոտներից մեկը Ադրբեջանում ապօրինաբար պահվող հայ գերիների և ռազմագերիների, այդ թվում՝ ԼՂ ղեկավարների վերադարձի հարցն է։

Արմեն Գևորգյանը հետաքրքրվել է՝ «տեղյա՞կ եք այս խնդրի մասին։ Իսկ ինչպիսի՞ն է ձեր և ՄԱԿ-ի մոտեցումը՝ գերի ընկած հայերի ազատ արձակման խնդրին անհապաղ լուծումներ գտնելու համար»։

«Ոչ, դա ակնհայտ է, և այն խնդիրներից մեկը, որը հատկապես անցյալ տարի բոլորիս զբաղեցրել է Ադրբեջանից, Լեռնային Ղարաբաղի տարածքից հայերի արտաքսումը, և մենք իրականում մի շարք առաքելություններ ենք իրականացրել, մասնավորապես. Հայաստան, ավելին իմանալու, թե ինչ է տեղի ունեցել նրանց հետ, և թե՛ Ադրբեջանի, թե՛ Հայաստանի հետ մեր երկխոսության մաս է կազմում դրա լուծումը գտնելը։ Վերադարձի իրավունք, իհարկե, կա։ Իրավունք կա ապահովելու, որ գույքը հարգվի և պաշտպանվի, և իսկապես կարևոր է, որ խաղաղ գործընթացը շարունակվի, և որ խաղաղ գործընթացի մի մասը նաև հաշվետվողականության և անցումային արդարադատության հարցերն են», – նշել է Տյուրկը։
